Karnataka became the first state to give legislation to a bill to protect the good Samaritans from legal probe.
The Good Samaritan and Medical Professional (Protection and Regulations during Emergency Situations) Bill, has been assent by President Ram Nath Kovind.
A good Samaritan in legal terms refers to someone who renders aid in an emergency to an injured person on a voluntary basis
The Bill
- Good Samaritan fund will cover up the expenses for this bill.
- The good Samaritans
a. Will be provided financial assistance.
b. exempted from repeated attendance in courts and police stations
c. Can leave the hospital immediately as soon as he admits the victim.
- Aims to give legal protection to good Samaritan giving assistance to the victims in golden Hour
Golden hour - the first hour after a traumatic injury, when emergency treatment is most likely to be successful.
- Encouraged people to assist the victims without fear of being harassed by police in the golden hour.
- Bill removes people hesitation to help the victims .
- Around 500 thousand road accidents occur every day, leading to daily 400 fatal injury.
- As no central law existed, so people used to pass by the victims.
- Proper designing and management of roads, land use planning should be integrated with town planning dept.
- Zebra crossing should be more functioning , Footpath for pedestrian ,The shops on footpaths should be removed.
- Far more attention is needed to educate the general commuters about road safety. People should approach roads better and civic sense be increased.
- Traffic/road management should be increased with more cameras, and proper fine should be leveraged.
- The license acquisition system should be revamped, as people get the license without even appearing to the authorities,
