Central Educational institution (Reservation in Teacher’s Cadre) Bill 2019

The government took another step towards the educational system of the country by introducing the Central Educational Institution (Reservation in Teacher’s Cadre) Bill 2019. Ramesh Pokhriyal Nishank, a minister of Human Resource Development presented the bill. The bill was introduced in Lok Sabha on 27th June 2019 and passed in Lok Sabha as well as Rajya Sabha on 1st July 2019 and 3rd July 2019 respectively. Here is everything you need to know about it.

Aim 

The bill aims to make education more inclusive by providing reservations and treating the institution as one unit. The bill primarily deals with providing reservations in central educational institutions. The bill is designed for people of scheduled caste, scheduled tribe, educationally backward class and economically weaker section of the society. 

Implication

The bill replaces the Ordinance which was announced on March 2017. The Central Educational Institution (Reservation in Teacher’s Cadre) Ordinance was introduced to restore the 200 points roster system from the 13 points roster system. The University Grants Commission proclaimed that the departments will not be seen as different units, the Central Educational Institution will be seen as a single unit instead. 

What did the minister say about the bill 

Ramesh Pokhriyal said “we have been sensitive to the issue of education and rights of the weaker section” He also said that “the bill gives enough scope and opportunities in higher education sector in the country.”

Recruitment process 

According to this bill recruitment will be direct. The applicants who are eligible to teach can apply for these post directly to the Central Government institutions. This is because the Central Government is considered as one unit after the bill.

Institutions included 

The institutions which are included under this bill are the Central Government institutions. This includes the Universities set up by Acts of Parliament, institutions of National importance and those institutions which are funded by the government.

Exceptions to the bill 

There are some government institutions which are excluded from the bill. The institutions of excellence and of national and strategic importance are excluded from the bill. The institutions which are not included are 
  1. North Eastern Indira Gandhi Regional Institute of Health and Medical Science
  2. Jawaharlal Nehru college for Advanced Scientific Research
  3. Space Physical Laboratory 
  4. Indian Institute of Remote Sensing 
  5. Physical Research Laboratory 
  6. National Brain Research Centre
  7. Tata Institute of Fundamental Research
  8. Homi Bhabha National Institute 
  9. Minority institutes 

Impacts

Implementation of this Bill will lead to filling up of more than 7000 vacancies for teaching jobs in Central Government institutions. This will lead to the full representation of SC, ST, EWS and Socially and economically backward class. It will ensure that the constitutional provision of Articles 14, 16 and 21 shall be complied with. Another impact of this bill would be the expected improvement of teaching standard in higher educational institutions, as it is likely to attract all the eligible candidates.

Conclusion 

In my opinion, this Bill will bring a significant change in the hiring process of Central Government Institutions.
